Community Transformation Towards Sustainability: Strengthening Low-Carbon Development and Emission Mitigation Actions

Abstrak





This study describes the implementation of Low Carbon Development (LCD) initiatives in North Konawe Regency, Southeast Sulawesi, by assessing the effectiveness of mitigation actions, the robustness of reporting mechanisms, and institutional barriers. A qualitative descriptive method was employed using document analysis based on AKSARA data (2010–2023), regional planning documents, and national policy instruments. The findings showed that ten mitigation activities had been carried out, primarily in the transport, agriculture, and coastal sectors, achieving a cumulative emission reduction of 7,801 tons CO₂eq. However, the waste and energy sectors remained underrepresented, and several actions lacked quantifiable data due to inconsistent baselines and limited MRV (Measurement, Reporting, and Verification) adoption. The programs were mostly dependent on local budgets (APBD), with limited engagement in blended financing. Moreover, weak inter-agency coordination hindered integration across sectors. The study concludes that strengthening MRV systems, updating emission factors, improving governance collaboration, and mobilizing innovative financing mechanisms are critical steps. These actions are vital for enhancing local LCD effectiveness and aligning subnational contributions with Indonesia’s Nationally Determined Contributions (NDCs) and Sustainable Development Goals (SDGs).
